Mission Statement
Revised: September 2026
The mission of the Senior Citizen Advisory Council is to serve as a voice for the township's older residents by identifying their needs, concerns and priorities and advising the Board of Commissioners on policies, programs, services and initiatives that affect their quality of life.
In addition to its advisory role, the council plans, sponsors and conducts activities and programs consistent with its goals, providing opportunities for older residents to participate in social, educational, cultural, recreational and community events.
Delaware County Office of Services for the Aging
COSA’s mission is to connect and empower the county’s older residents through services that support senior health and well-being. Its vision is that older residents in Delaware County live with quality of life and dignity at the highest levels of independence.

Services:
Information & Referral/Assistance - a telephone or walk-in service designed to answer questions on the needs or older adults and to link those in need with appropriate services.
The Pennsylvania Link to Aging and Disability Resources (ADRC) - a nationwide program that links seniors and adults with disabilities with programs and services.
Adult Day Services - centers that provide the frail and elderly, who are living at home, alternative to premature nursing home placement. During daytime hours, participants receive supervised care in a supportive, safe and structured environment.
Assessment - determines the need and eligibility for in-home services or nursing home care.
Care Management- manages the on-going needs to Long-Term Care clients after an initial assessment is complete.
Domiciliary Care - assists adults incapable of living alone find living arrangements, which are supportive and home-like.
In-Home Services - include home delivered meals, personal care, home health, adult day services, medical equipment, supplies, and care management.
Protective Services - if you believe someone needs Protective Services, contact 610-490-1300. After business hours, dial our answering service at 610-622-9284 to reach our on-call worker. For residents aged 18-59, investigations are handled by Liberty Healthcare Corporation and are reported at the Helpline 1800-490-8505. Reports are confidential and can be done anonymously.
Programs:
Caregiver Support Program- reimburses families for caregiving expenses, such as, over-the-counter medicines, incontinence supplies, nutritional supplements, personal care assistance, help with household talks and companion services.
Community Education - provides information on topics relevant to older adults, entitlement programs, resources available in the community and overall services for the aging.
Foster Grandparent Program- created to support child’s education and emotional development and to provide them a positive role model.
GATEWAY (Giving Assessment, Treatment and Empowerment in the Aging Years) - Gateway links older adults age 60+ to community mental health services.
Health Education - a series of programs and activities called Prime Time Health for seniors interested in maintaining or achieving a healthy lifestyle. These programs are generally held at local senior centers.
PA MEDI Health Insurance Counseling Services - is a free health insurance counseling program for persons of any age on Medicare, medical Assistance and Long-Term Care Insurance. For more information call 484-494-3769.
Ombudsman Program- advocates for the rights of older person receiving and or denied Long-Term Care services in their home, nursing home or personal care boarding homes. For more information call 610-872-1868.
Senior Centers - offers activities to fulfill social, physical, intellectual, and emotional needs of seniors. Centers offer nutritious meals, educational presentations, movies, trips, volunteer opportunities, social services and transportation.

Meals On Wheels of Delaware County, Inc. is a nonprofit organization that has been serving the local needs of homebound seniors and residents for over forty years.

Senior Emergency Services
Are you or a family member disabled in your home? In case of an emergency would need a wheel chair or extra assistance in leaving the premises? If you answered yes, you can notify emergency personnel now so that in the rare occasion you might need to make a 911 call, the proper emergency personnel will automatically be alerted and prepared to provide extra assistance.
